In this WHO publication, Prof Wong argues that the real challenge in achieving Universal Health Coverage is the delivery of services to those who are hardest to reach. “Without a focus on reach, resources will be wasted and the number of preventable and treatable illnesses will remain high.”  Unpacking the example of Brazil’s Bolsa Family Programme he demonstrates that the problem of “reach” requires methods that actively connect the provision of health services to people who are otherwise invisible and unreachable.
